| The topmost line, divided, shows its subject enacting regulations severe and difficult. Even with firmness and correctness there will be evil. But though there will be cause for repentance, it will by and by disappear. |

| The future is embodied in Hexagram 13 - T'ung Jen (Fellowship with Men): The union of me appears here in the remote districts of the country, indicating progress and success. It will be advantageous to cross the great stream. It will be advantageous to maintain the firm correctness of the superior man. |
